Job EARJ109D - Create Code Change Supplement (CCS) File

Job Features and Functions

Job 109D generates the annual Code Change Supplement (CCS) File, a synopsis of the employment and wage shifts tied to refiling changes to county, industry, etc. CCS data are not a BLS deliverable, but are used by the CES program to identify and apply code changes to CES sample firms through an ACES job (which is run strictly on the National Office computer).


JOB 109D generates the annual CCS File on mainframe disk. This job is normally run only once each year, but may be run on demand as needed. Although it does not produce a BLS deliverable, it produces a file that identifies Micro File code changes between the old code and the most recent 1st quarter code. A primary use of this CCS File is in the Current Employment Statistics (CES) program where it is used to identify and apply code changes to CES sample firms.


All single (MEEI 1, 4, and 6) and multi-subunit type (MEEI> 3 and 5) records with SIC, county, township, and/or ownership code changes in the Micro File between 4th quarter and 1st quarter are included on the CCS File. Multi sub-units that were broken out from a single would also be included if they are in different codes than the single. Masters are not included. To identify such records, the job searches the Micro File for records with a response code of 46 or 50 and the current refiling year in the verify year field. If a record had a code change from some other source than refiling, the 3rd ES2C screen can be used to set the response code to 46 and the refiling year to the current year to qualify the records. Response codes 46 or 50 and refiling year equal to current refiling year qualify records for inclusion in the CCS File.
