ES2UT10

ES2UT10 seeks out newly activated worksites that have been associated to predecessor worksites in another family (and thus provide needed back-quarter data to establish an initial estimate for the new worksites, substituting for the usual prior-quarter data within the worksite's own data). A set of prior-quarter predecessor data are forwarded to the WorkSite PRedecessor (WSPR) File, which supplements normal data sources.
