Micro File Data Set Name: WS.ES202.MICRO Service Center DSN: YBUssX.A145.MICRO, ('ss' = State FIPS code) Type of File: VSAM indexed File Layout: ES2MIC CICS ID: ES2MIC (standard); EssMIC (Service Center; ss=State) The Micro File is generally considered to be the heart of the EXPO-QCEW system, since virtually all other data sources, reports, etc., are derived from the original Micro File data. One record is present for each establishment in the State, whether single, master, or worksite, regardless of ownership code or type of coverage (except that non-covered accounts, such as non-profit organizations and private household businesses are generally not tracked by most states). The eight quarters of employment and wage data, combined with the address, phone number, and other administrative data, form the primary basis for the Quarterly Census of Employment and Wages. Updates to this file are numerous and varied. On-line updates occur frequently in the four ES2C screens, which were designed to display and allow updates to all micro data. The ES2D screen permits updates to micro records included in a specific macro cell. ES2E allows updates to accounts with micro edit exceptions. ES2H has worksite proration and data removal features. ES2P has a means of restoring micro data from the Transaction Files. ES2R facilitates multi-worksite data entry from MWR forms. ES2V enables worksite changes or additions using a pattern record. EARC can transfer refiling code changes to the Micro File as well. On the batch side, IMT processing jobs (001D, 001Q, 001S, and 001X) bring in external information, generally from either the U-I tax file or from other "keypunch" data sources. Estimation jobs (001D, 001Q, 001S, 002D, 002F, 242D) help to fill in the blanks, by estimating for individual employment or wage fields that are absent from IMT data, or even for fully delinquent accounts. Micro editing jobs (001D, 001Q, 002D, 002F, 028D, 028S, 242D) generally only adjust flag settings, since they are intended to examine the data as they exist; however, some obvious typographic errors (such as a date of September 31) are automatically overridden as well. Job 013D applies refiling code change data to the micro records. Job 026D allows micro data to be restored from Transaction File data in the event of a data failure and subsequent back-up file retrieval for the Micro File. When an account becomes inactive on the Micro File, the status is changed to '2', but it is retained on the file to keep its historical information intact. Once the quarter shift process (in Job 001Q) has brought the account to the point where all quarters are inactive, the record is deleted from the file. The account is considered to have "rolled off," since there is no longer any historical information that needs to be preserved. However, the delete action is not sent to BLS via the EQUI, since their own extended history (i.e., the Longitudinal Data Base) requires that the account be on file much longer; a deletion enacted prematurely could bring unfortunate consequences to their data. |
