Job EARJ111A - Create TRS Eligibility File and Report

RUN THIS JOB - Annually.

This job executes the following programs (click to link to each program description):


Job Features and Functions

  • Determines TRS-eligible single refiling records
  • Sets a CMI code of 01 for eligible, TRS single refiling records
  • Creates a deliverable file for BLS
  • No parameters are required

Job 111A creates the TRS Eligible File (a BLS deliverable for TRS participating States) and assigns a CMI code of ‘01’ in the Refiling File to eligible records. It should be run only once per year. Timing for the run would be after the creation of a new Refiling File with Job 100A and after editing the Refiling File with Job 102D.


Job 111A reads the Refiling File and determines TRS eligible single records. Not only is a CMI code of ‘01’ posted to the eligible single records, but a file of TRS eligible records is also created for BLS. Non TRS eligible records receive a CMI code of ‘00’. BLS uses the file to monitor TRS responses and measure response rates.


The criteria used by Job 111A to determine TRS eligible records are as follows:

  • The record must be an active MEEI 1 account.
  • The record must have a valid Physical Location Address. If physical address field is blank, the job checks the U-I address and MOA address for address type 1. It also determines if the address itself is a street address, then copies it to the physical address field.
  • The record must have an ownership code of 5.
  • The record must have a valid (and non-9’s) NAICS, county, and township code, if it is a township State.


The Touchtone Response System (TRS) is a reporting system for employers that are being refiled and that have no changes to report in the refiling process. The industry and physical address shown on the refiling form are verified by the firm as correct through TRS. Job 103D, which prints the single refiling form, includes the TRS telephone number on the back of the form. By dialing this touch tone telephone number, the firm can report their “no change status” without completing and returning the refiling form. The touchtone response supplied by the employer is stored in a BLS computer, grouped into separate State files, and sent to DMA for Service Center States. The files are also made available to mainframe States through EUS Direct. Job EARJ108D is used to process these TRS respondent batch files and update the Refiling File.
