The Administrative Transaction File contains records generated by update actions to the administrative (non-quarterly) data of the Micro File.  The records of this file contain before-change and after-change values for all administrative data elements shown at the top of this record layout.  Changes to the quarterly data are found in the Quarterly Transaction File, described later.  Records added to, and deleted from, the Micro File don't use the 'after-change' portion of the Administrative Transaction File record, whereas changes use both sides of the record.  Besides Administrative and Quarterly transactions, there is a Micro Auxiliary Transaction File that completes the audit trail picture

Batch jobs that update the contents of this file include Job 005D (which selectively deletes records at least as old as a specified date or a number of days old) and Job 013D (old code updates, address changes from EARS refiling).  Job 001Q (and 001R) also automatically purges records over six months old (based on the date when the 001Q job is run).  Several CICS transactions can also write records to this file. These include ES2C (on-line Micro File update), ES2D (altering micro data associated with a macro cell), ES2E (adjusted micro data involved with edit exceptions), ES2H (delinquent multi-family proration option), ES2P (data restore from Transaction to Micro File with accompanying transactions), ES2R (multi-worksite report (MWR) form data entry), ES2V (multiple worksite addition or change), and ES2X (on-line multi-worksite change of ownership).

​Reading the three transaction files is limited.  An audit trail report can be produced by Job 016D, reviewing the contents of all transaction files.  On-line review of the transactions is also available using the ES2P screen.  A Micro record (or the changed portion thereof) may also be restored from this screen, if it was accidentally deleted or radically altered. Finally, if desired, these three Transaction Files may be used to update State-specific source files through a State-developed program called ES2MI06. ​ ​ ​ ​ ​
