The County Crosswalk File provides a direct correlation between micro and macro-level data.  The crosswalk data collection (ES2UT04) program builds the initial sequential Crosswalk File in U-I account number sequence at the same time that the initial Statewide Crosswalk File is written.  The data are then externally sorted to appear in year/quarter, county, ownership, NAICS sequence. The sorted output file is reproduced (or "REPRO'ed") into the VSAM County-based Crosswalk File, at which point it becomes a read-only file.

Since an establishment can periodically change its industry classification, county or even its ownership code, a single matching of a SESA ID to its county-owner-NAICS affiliation is only legitimate for a single quarter.  To reconcile this problem, the Crosswalk File format is augmented to include the year and quarter of the Micro File account's county-owner-NAICS assignment.  In this way, the micro-level detail of the ES2D CICS transaction can be complete and accurate for any quarter present on all three files (the Macro, Micro, and Crosswalk Files).

The ES2D screen lists U-I accounts that match a specified county, ownership and 6-digit NAICS code on the Macro File.  This can be further reduced by the notation of employment limits and required percentage changes of employment and total wages.  These same specifications can be applied to the ES2F firm list display screen, but the selection is expanded to include multiple NAICS codes and/or ownerships.  The Statewide Crosswalk File is substituted in the ES2F selections if the county code is not specified.

​The County-based Crosswalk File is automatically rebuilt in Jobs ES2J001D, ES2J001Q, ES2J241D and ES2J242D, but may be rebuilt more frequently by submitting Job ES2J051D.  These jobs all run the same (ES2UT04) data collection program. ​ ​ ​ ​ ​​
