Input Refiling Transaction File Data Set Name: EAR.REFILING.TRANS.FILE Service Center DSN: YBUssX.A145.REFILING.TRANS.FILE ('ss' = State FIPS code) Type of File: Sequential File Layout: EARIRT The Input Refiling Transaction (or IRT) File is the functional equivalent of the EXPO IMT File. It is created by a state-specific data extraction program that draws information pertinent to the refiling cycle from state source files. These can include tax file data, Micro File data and any other source files that provide useful information about changes to NAICS codes, counties, sub-county zones or townships, etc. In addition, data may be brought forth for address changes to records already present on the Refiling File. The IRT records contain only the information needed to update the corresponding record on the Refiling File. All other fields are set to low-values (binary zeroes) to signify that the field should remain unchanged in the Refiling File. Should the IRT record not have a match on the Refiling File, a new record will be written, filling in whatever information has been supplied, and setting default values for any remaining fields. If the record is present on the Micro File, that data may be relied upon heavily to fill in missing elements. The DSN shown above is the original IRT File. The records are sorted by SESA ID before processing the data in the EARRF01 program, which reads a sequential copy of the Refiling File and writes out a second sequential file with the updated data prepared from the IRT merger. The new sequential file is used to rebuild the VSAM Refiling File. At this point, the IRT File has completed its task, so it can be deleted. However, this deletion is not performed automatically by the EARS system. The reasoning is that this is a State-developed file that may be utilized elsewhere for another auxiliary purpose. Note: At one time, the IRT File used the exact same format as that of the Refiling File. Yet, the IRT does not continue to mimic EARREF (shown later), because such changes require adjustments to State-specific extract programs that prepare the IRT. Fields that have been appended to the Refiling File format (such as error codes), are inaccessible to the IRT. |
