Identifying Potential Successor-to-Predecessor Pairings

The first type of selection is to start with an account that could be on the successor side of a pairing, and identify its suspected predecessor. To be eligible for this half of the selection, the employer must be active in the processed quarter, but non-active in the prior quarter. It must also show a predecessor SESA ID in the micro record. By formulation, this is:

The nines check is called for because the use of all-nines in the reporting unit number, or in the entire SESA-ID, designates multiple predecessors merged together a combined transfer of employment. The zero-account number check is needed because some States may have used zeroes as a default for the absence of a predecessor; it is not a valid U-I account number. Only when all of the above conditions are false (or the reverse of each condition is true) can an account be chosen for a successor-to-predecessor pairing.


Once the account is determined to be eligible for the predecessor match, we need to determine the initial employment month for this successor. Since it is inactive in the previous quarter, it could not have any prior month available as an initial (activation) month. In the case of these edits, it is not enough for the employer to be active; it must also have a non-zero employment month. A code letter of I is used for the initial employment month, with the following values:
