Predecessor ID Check - Code 043 - Not Processed

This edit checks for non-alpha-numeric U-I account characters and non-numeric reporting unit characters in the predecessor SESA ID fields, if they are not blank. These characters cannot find their way into the EXPO system by any standard means within the system, so this type of editing is considered extraneous. Even the alternative code 066 is no longer performed, since the packed predecessor SESA ID must be numeric by definition.
