This is the Reporting Unit Count Change Tolerance, a 2-digit value used for breakouts and consolidations. This field was never implemented, but was intended for the predecessor/successor edits. The BLS default is 10 RUN’s.

Note: This parameter was replaced by PK065, which is in multi-balance edits.
