The Maximum Employment Difference for Non-First Quarter Breakout and Consolidation continues the B/C parameters. Like the others, this 2-digit parameter of employee counts was never activated. The BLS default of 50 should not be modified.

Note:  This parameter was replaced by PK065; it is used in the multi-balance edits.
