The Reporting Unit Count Change for Non-First-Quarter, Non-9’s County and NAICS parameter marks the last of the breakout and consolidation parameters. This 2-digit value applies even to breakouts and consolidations that have been using a 999 county or a 999999 NAICS (exempt from the standard tolerances). As with all such parameters, it was dropped before implementation. The BLS default of 20 RUN’s is immutable.
