The counterpart of PK047, this is the Percentage Limit for Wage Record Count Exceeding Employment, another 2-digit value. This condition occurs more frequently than the reverse, so a looser tolerance is set. BLS uses a 20% default value, which may be tightened (with a lower percentage value), but should not be loosened.
