NECC - Non-Economic Code Change

A change in a reporting unit's industry, area, or ownership classification code that:

• 1. Does not result from an actual conversion or relocation of the unit from one industry, area, or ownership type to another

• 2. Results from an actual conversion or relocation that took longer than 30 days or was discovered by QCEW staff long afterward

• 3. Lacks sufficient evidence to be classified as an economic code change
