EARUT07
EARUT07 does a quick fix of the NO-provided Refiling Load File for those States that need extra fields (county or zone/town). States needing fix-ups include Hawaii (HI/15), Minnesota (MN/27), Indiana (IN/18), and Wisconsin (WI/55). All other States will simply pass through the read/writes.
