Job EARJ100A - Refiling File Build

This job executes the following programs (click to link to each program description):


Job Features and Functions

  • Creates annual EARS Refiling File
  • No parameters are required;-selection criteria are hard coded in program
  • Uses current quarter Micro File to determine active status and calculate average employment for Refiling File
  • Job 113D may be run after Job 100A to print a report of selected records
    • This report can be sent to the State’s Regional Office for verification of appropriate Refile records
  • Deletes prior year transaction file
  • Deletes prior year batch number counts from Lookup File

Job 100A creates the Refiling File for the new year. However, in 2015 the process was made more automatic with the release of the National Office processes.


This job is run during the autumn, usually after October 1. It may read last year’s Refiling File to obtain carry-over records (however, this practice has not been used for years). The Micro File provides most of the data for establishing new Refiling File records. Old batch numbers (identifying groups of previously returned refiling forms) are purged from the Lookup File as an added clean-up process. Since the mailing of forms is now regulated by CARS, the counts in the Lookup File’s Survey Log records are nearly useless.


Job 100A creates the Refiling File and is the beginning step for each year’s refiling process. The programs within this job read the Micro File and the previous year’s Refiling File to identify carryover records.


The prior year’s Refiling File is deleted and replaced by the new year’s Refiling File with the newly selected records. The selected records are written to the new Refiling File and become the group of records to be reviewed for NAICS, County, Ownership, Auxiliary, Multi Status, and Physical Address accuracy. Individual records that are not initially selected by Job 100A can be subsequently added on-line to the Refiling File through the EARC screen or through a batch update in Job 101D. However, before a record can be added to the Refiling File, it must be present on the Micro File.


Refiling status records (survey logs) are written to the Lookup File by this job to keep track of mailing dates. The mailing dates are used by jobs 106M and 106D to prepare the Survey Management Reports. Also, the batch number counts for the prior year’s processing that are stored in the Lookup File are deleted with this job, so batch numbers may be re-used in the new refiling year and the counts begin again at zero.


Job parameters are not required for this job. In refiling year 2010, the job automatically selected records from the Micro File that met the BLS criteria, as indicated in the table below. Non-classified single records were not selected for refiling, but non-classified multi’s were selected when their EIN qualified. Federal, State, and Local Government are excluded. Job 117D is available to send refiling forms to single non-classified records in the Micro File that are not in the Refiling File. Job 117D is used to supplement the Refiling process.
