Job EARJ105D - Single and Multi Refiling Forms for CARS

Job Features and Functions

  • Produces combined form CARS file for both single and multi-worksite accounts in Refiling File
  • In the combined file, the singles are first, followed by multi’s; each group is in account number sequence
  • For Service Center States, the file is produced at DMA for BLS to bundle with other States and send to the CARS contractor
  • Single and Master records must be active in Micro File
  • First-fourth-mail-out includes singles or masters with response codes of 00 through number in mailing
  • If more than four mailings, continue to specify fourth mailing
  • Updates the Refiling File with appropriate Response Codes

Job 105D prepares a combined single and multi Refiling Form File for CARS. This file contains the standard BLS-designed refiling forms used for collecting and verifying NAICS codes, names, and addresses for established single and multi-employers that are in the Refiling File. BLS supplies CARS States with a schedule of when to run the job and produce the file, so the CARS contractor can receive all of the State’s files at the same time for processing.


When the State’s CARS files are ready, BLS bundles the files and transmits them to the CARS contractor. Using the file transmitted by BLS, the CARS contractor prints both single and multi refiling forms, mails them to employers, receives the forms returned by employers, scans returned forms, and prepares a file for each State. The CARS-prepared file of returned forms contains all response code 41 accounts (i.e. those accounts that verified all data was correct) and response code 31 accounts (i.e. those accounts that indicated some change is required). The CARS contractor also sends the returned response code 31 forms to the States for accounts that have some change or any type of writing on them. The State reviews these forms and enters appropriate changes in EARC or EARR. The State-entered data overwrites the scanned 31 response code.


Effective with the 2010 refiling year, CARS processes both singles and multi employers. Job 105D combines both single and multi-accounts into a single CARS file. Singles are grouped first in the file, followed by multi accounts with RUN’s appearing before the master.


In addition to putting singles and multi’s into the CARS file, this job updates response codes to singles, masters, and sub-unit records in the Refiling File. It updates the response code with 01, 02, 03, or 04 to reflect first, second, third, or fourth mailing. If more than four mailings are required, continue to specify the 4th mailing in the parameter screen, since EXPO does not recognize a response code greater than 04. As the forms are returned and processed, these initial response codes are overwritten with appropriate response codes entered in EARC, EARR, or updated with Job 114D.


Also, this job produces an out-of-business report for single, master or sub-unit Refiling File records that are inactive in the Micro File for the year/quarter specified in the parameters. For these inactive records, no refiling form is produced and the response code is set to “64".
