Job EARJ114D - Load CARS Data (For CARS States Only)

Job 114D brings in processed data from the CARS vendor for direct updates of the Refiling and Micro Files. The CARS data will be made available by BLS, either on the DMA mainframe, or via EUS Direct transfer. There are actually two varieties of this job – the NVS and NVM data (which are stored on a “NVSVM” File), processed by the 114S job, and the NCA data, which are processed by the 114C job.


Job 114D updates the Refiling File with single and multi-data in a CARS (Contracted Annual Refiling Survey) File. For CARS States, Job 105D produces a print file for the CARS contractor rather than printing the forms. BLS supplies the CARS States with a schedule of when to produce the file, so the contractor can receive all of the files at the same time for processing. BLS actually transmits the files to the contractor. Using the file transmitted by BLS, the CARS contractor prints both single and multi refiling forms, mails them to employers, receives the forms returned by employers, scans returned forms, and prepares two files for each State.


The first file contains all response code 41 accounts (i.e. those accounts that verified all data was correct). The second file contains response code 31 accounts (i.e. those accounts that indicated some change is required). The CARS contractor also sends the forms to the States for accounts that have some change or any type of writing on them. The State reviews these forms and enters appropriate changes in the EARC or EARR screens. The State-entered data overwrites the scanned 31 response code.


An employer who receives a refiling form from the CARS contractor has the option of returning the form to the contractor or responding by TRS (Touchtone Response System). If TRS is selected, Job 108D is used to update the Refiling File. If Job 114D has an update for the same record, the response code set by Job 108D is not re-updated, however the CMI code is updated to reflect a response by both CARS and TRS.


Job 114D also updates the Micro file with NCA information mailed through CARS. If States choose to produce the CARS File in Job 117D, CARS States must abide by a BLS schedule of when to run Job 117D to produce the file so the CARS contractor can receive all of the State’s NCA files at the same time for processing. When the State’s NCA CARS Files are ready, BLS bundles the State’s CARS files and transmits them to the CARS contractor. Using the file transmitted by BLS, the CARS contractor prints NCA refiling forms, mails them to employers, receives the forms returned by employers, scans returned forms, and prepares a file for each State to be processed by Job 114D. The CARS prepared file of returned NCA forms includes a response code 31, which is posted to the Micro File by Job 114D and displayed on the ES2C – PF12 screen. This prevents an additional Job 117D mailing to employers with a response code of 31.
