​The Refiling Transaction File is used to gather a complete history of the changes enacted to records found in the Refiling File.  Its actions parallel (though on a smaller scale) the capabilities found in the EXPO Transaction Files (Administrative, Micro Auxiliary, and Quarterly).  On-line changes to refiling data are detailed in these records, as are most batch changes.  The only batch process that does not produce Refiling Transactions currently is the IRT (Input Refiling Transaction) procedure of Job 101D.  These updates are exempted from transaction copying, since the data in the IRT should be recoverable from other sources.

EARC provides a significant portion of the on-line transactions in this file, as does EARR.  Probably the most voluminous set of changes stems from the Refiling  Form processing of Jobs 103D and 104D.  These set the response code of all refiled accounts to note how many times the refiling form has been sent to this employer.  Another source of batch changes is the Micro File quarter shift process, which allows refiling updates for multi-family breakouts.

​EARP provides a listing of the contents of the Refiling Transaction records, listing before-and-after images as side-by-side representations.  Restoring a record to its pre-changed value is available as one of the function keys for this transaction.  Such a restoration will generate its own transaction.  An audit trail of some or all of the refiling change history can be generated with Job 116D.  The Refiling Transaction File is used throughout the duration of the refiling cycle.  When the new year's refiling cycle is initiated by creating the new Refiling File, the Refiling Transaction File is purged of all of its contents.  Transactions relating to records no longer on the Refiling File hold no utility once the next refiling year has begun.​ ​ ​ ​ ​ ​
