Employment Estimation

The selection of an account for employment estimation requires that the indicator flag of at least one of the months shows an ‘M’ (for missing data), which shows that the field requires estimation. However, one exception exists for delinquent worksite families. If all of the worksites are delinquent and have been previously estimated, the employment can be redistributed if the master account has been modified since the last proration occurred. This condition will force the current worksite employment values to be cleared for reallocation from the master. On the other hand, even this condition has an exemption. If the worksite has no historical quarter employment data upon which to base an estimate for the current quarter, the existing estimated value is left intact. Those estimates present in the processed quarter are hand-estimated, since no machine-generated estimate could possibly have been created without historical quarters.


Once it has been determined whether any of the three months of employment require an estimate, the primary employment estimation process is divided into two main branches of processing: one for singles and master accounts, the other for worksites. These branches are then subdivided into tributaries that are based upon the characteristics of the single or master account, or upon the family of worksites. Each condition will be described in the following page, beginning with the mainstream, and covering each of the related options.
