Single/Master Employment Estimates

Single and master account estimation processing of employment is almost identical, except for a specialized technique for the multi master accounts. This is the first attempted method of estimation. If the account is the master of a multi-worksite family (MEEI code of ‘2’), and if the worksite employment data are not fully delinquent (i.e., at least some of the worksites show reported data in the first month of employment), any missing employment months for the master account are estimated by equating these master months to the sum of the associated worksites in the EMP2 estimation code, using the equations shown below. Only the months that are actually missing for the master account will receive estimates. Previously estimated or reported master employment months will be untouched by the process. If this code is selected, the estimation processing is complete, except for some wrap-up flag setting and miscellaneous post-processing. The formulae are:

In the formulae, Wkst denotes the worksite data. If it turns out that the summed worksite employment values are all zero (reported), but the worksite total wages exceed the parameter used in editing for wages-without-employment conditions, this estimation attempt is considered to be a failed attempt (since it will generate an edit exception). This zero-employment-master-estimate situation then receives an estimation code of EMPF, denoting a lack-of-data failure.


The remaining processing is for master accounts with delinquent worksite employment, as well as all single accounts with missing employment fields. Similar to total wage estimates, the number of consecutive delinquent quarters must be checked. For most accounts, delinquency in two straight quarters means that no estimates are allowed. When the employer is classified under domestic service (i.e., NAICS code 814110 (formerly SIC 8811)), there must be four consecutive delinquent quarters to bar estimation attempts. In either case, when too many delinquencies are present, the employment estimation fails with an assigned code of EMPB, documenting the lack of reported data in historical quarters. These accounts should be researched, since they may have gone out of business without providing notification to the U-I department.
