County Code Check - Code 013

This edit verifies that the FIPS county code (either processed quarter or previous quarter value) is valid for the State, checking it against the roster of legitimate county codes found in the Lookup File’s “CC” records. During the initialization process of the edit (ES2MI28) program, an array of 999 1-byte fields is established to flag all valid county codes with a ‘1’ in the corresponding subscript of the county code number. Thus a county FIPS code of ‘131’ would place a ‘1’ in the 131st element of the county codes table. This method was also once used for identifying valid SIC codes (now an obsolete edit). The use of the 1-byte tables minimizes program paging which allows processing to be streamlined. On-line edits (with the ES2E screen) must look for the county code directly in the Lookup File.


For master accounts (with an MEEI code of ‘2’), county code ‘900’ is valid. This value is checked in conjunction with the MEEI code, since it is invalid for any other MEEI value. An invalid county code is considered a crucial error condition. As such, the account will not be cleared by the edit process until a valid code has been entered for the quarter. This edit also flags the county code field on the edit report with underscores. An invalid ownership code is also considered a “gross” error, if the account has employment or wages at or above the gross cutoffs. BLS classification: A.1.2 or B.1.2 (depending on size of establishment). EXPO “G” code: A013 or B013.
