Code 016 - NAICS/Ownership Conflict Check

This edit was added in Version 6, and replaced the 014 edit (its SIC-based equivalent) in 2003 (there was once a Code 015 edit as well, which checked NSTA codes). The NAICS/ownership edit looks for accounts that have an industrial classifica¬tion in conflict with the type of owner. The table below lists the expected ownership coding for certain NAICS codes:

921110 through 921140 10, 20, or 30
921150 30 (after 2000)
921190 through 928120 10, 20, or 30

The first two NAICS codes are used for postal services (‘491110’) and monetary authorities-central banks (‘521110’), which must be under either Federal or private control. The next NAICS code (‘814110’) is used for private households, the equivalent of SIC 8811. These must be privately owned. All NAICS codes in Sector 92, except for Indian Tribal Councils (NAICS code ‘921150’), must be non-privately owned, since they represent government administrative services. The Indian Tribal Councils (‘921150’) were originally listed under private ownership, but were shifted to local government (owner code ‘30’) in 2001, which is the currently expected value.


When identified, this error will flag both the NAICS and the ownership code for review. Since this is a crucial error, it must be corrected to prevent it from reappearing on each subsequent edit report. BLS classification: A.1.2 or B.1.3 (depending on size of establishment). EXPO “G” code: A016 or B016.
