ARS Response Code / Year Check - Code 046
This edit validates the coordination between the refiling year and response code field in the Micro record (updated by the ES2MI13 program from Annual Refiling Survey (ARS) data found in the EARS Refiling File). Because of this connection to the end of the refiling year, this edit is only performed during either the first or second calendar quarter (as observed in the current quarter’s year/quarter field. This quarter check is hard-coded, as part of the administrative (non-quarterly) edits. The edit is also skipped if both the refiling year and the response code field are blank, since there is no association to check.
Several potential conflicts are checked simultaneously. These include:
- 1. A non-blank response code must equal one of the following: 00, 01, 02, 03, 04, 11, 12, 30, 31, 32, 33, 34, 35, 41, 42, 43, 46, 50, 63, 64, 65, 76, 77, 78, 79, 98, or 99.
- 2. A non-blank refiling year must be numeric.
- 3. The refiling year cannot be a future year.
- 4. If the response code is numeric, the refiling year must also be numeric.
- 5. If the refiling year is numeric, the response code must also be numeric.
If the response code and refiling year are found to be out-of-sync, this error will flag and underscore them on the edit report. Since this is a crucial error, it becomes a recurrent error until the situation is resolved. BLS classification: B.1.5. EXPO “G” code: B046.
