CCS Edit Checks - Code 123

This edit combines the best of the EARS Code Change Summary (CCS) edits into a single code. It applies only to accounts with a current code-change-related refiling entry existing on the Micro File. This classification is determined by examining the processed quarter code, refiling year, and response code fields in the micro record. If the processed quarter is anything other than the first calendar quarter, the edit is skipped. It is also skipped if the refiling year differs from the currently processed year (in the quarterly data of the micro record). The response code field (copied into the Micro File from the Refiling File at some earlier time by Job 013D) must indicate that a code change has taken place in the refiling by showing a value of ‘46’ or ‘50’.


Once it is determined that this establishment is expecting to show a code change, the old code fields (also brought over from refiling data by Job 013D) are individually inspected. If every one of them (county, owner, NAICS, and township) is either blank or shows the same value as the current code in the micro first quarter data, the account is flagged with this code. It signifies that the response code (showing that a code change has taken place in the refiling cycle) is false, since everything is the same as it has been. BLS classification: B.1.7.
