Active Account Check - Code 124

This edit attempts to track down terminated accounts that show non-zero, reported employment and/or wage data. There are several ways that an establishment can be considered exempt from this edit, including any of the following:

  • 1. The processed quarter status code is ‘1’ (active), allowing reported data to be present even when an end-of-liability date is also on file.
  • 2. The EOL date is either blank, showing that there are no plans to inactivate this account even if the status is ‘2’ (inactive); this is an odd combination, however, which should be noticed.
  • 3. The EOL date is for a past quarter, but is older than the reactivation date, which causes the status to revert back to ‘1’ (active).
  • 4. The EOL year/month indicate a date in the current quarter or in the future (i.e., the date falls beyond the third month of the prior-to-processed quarter).

The accounts that are left to process for this edit are those with a non-active (presumably inactive (‘2’)) status code, with an end-of-liability date that precedes the processed quarter, and that exceeds the reactivation date. This gives all of the indications of an account that should have no non-zero reported data present for the processed quarter. Unlike most edits, which use only active accounts, Code 124 applies to inactive accounts only.

Some States may encounter a sizeable number of establishments that are supposed to be inactive, yet continue to report data. To maintain a reasonable size of edit report, the reported employment or wage data must exceed tolerances to be found serious enough to flag with this error code. Therefore, each reported employment month is checked against the liability employment parameter, found in the PK009 record of the Lookup File. The reported total wage field is checked against the active-account wage tolerance, located in the PK055 Lookup record. If any of these fields is found to exceed the permitted reported data size, the account will be flagged with this exception code, and the status code will be underscored. This assumes that the reported data are legitimate and that the account was inactivated erroneously. BLS classification: C.1.8. EXPO “G” code: B124.
