This edit looks for discrepancies between predecessor and successor ownership codes. It prefers to check the current-quarter ownership values, but this depends upon the status code of the predecessor. If it is inactive during current quarter, then its prior-quarter status code is checked instead. Mathematically, this is written as:
This is the least likely code-change condition to occur, since government agencies generally remain under government control through a transition, and privately owned businesses usually stay privately owned. This check is also conducted regardless of the quarter being processed, ignoring the possibility of a first quarter non-economic code change. If the predecessor and successor ownership code differ, and if they have sufficient employment (as defined earlier), both fields will be underscored with this edit.
