A 2-digit value for the Second Employment Percentage Change Tolerance is used with establishments that show less pronounced employment reporting histories. Those establishments with fewer than six months of reported data over the past year are allowed to show monthly employment fluctuations up to this percentage level. BLS has established a default value of 30% for this tolerance. The percentage can be decreased for tighter editing tolerances, but cannot be increased above the 30% level.
