A 2-digit value notes the Maximum Consecutive Delinquent Quarters count. This field may have a value of 1 or 2 only. Any other value will be interpreted as a 1. This parameter allows states to select whether estimates may be generated for an account which was delinquent in the prior quarter, or if only current-quarter delinquencies (with reported previous quarters) may be estimated.

Note: Domestic services (NAICS code 814110) accounts are exempted from this limitation, and can report once annually, according to BLS authorization.
