This is a 2-digit value representing the Taxable/Total Wage Percent Change Tolerance. It notes the allowable percentage fluctuation of the ratio of taxable wages to total wages for the same quarter of consecutive years (edit code 129). This is only checked for accounts having an average monthly employment (AME) level of at least the PK044 value. The established BLS default value for this field is 20%. This percentage can be decreased, but not increased, to suit individual state needs.
