ARS Response Code and Year (IMT-ARS-RESP-CD-YR)

The response-code-and-year name was added to associate two of the most prominent refiling fields together, especially in the EQUI deliverable. Together they take up 6 bytes in positions 598 - 603. It is subdivided into the IMT-ARS-RESP-CODE (2 bytes in positions 598 and 599), and IMT-REFILE-YEAR (4 bytes in positions 600 - 603). The response code is determined from the most recent Annual Refiling Survey (ARS) form returned by the employer. As such, it will normally be originating from the Exportable Automated Refiling System (EARS) on an ongoing basis, rather than from other State source files. Although the initial value may be specified in the initial building of Micro File data, this field will probably be excluded (set to low-values) for all data extractions thereafter.


The other sub-field, IMT-REFILE-YEAR, may be set during the very first IMT multi-quarter build process to establish data on the Micro File. Thereafter, however, the refiling year should not need to be included in any extract. It will be handled automatically by the EARS portion of the exportable system. Although this is a four-digit year field, it will be stored on the Micro File as a 2-digit year (lopping off the century digits) to save space.
