Job 031D - Produce EQUI Edit Scoring Report

Job 031D is somewhat related to the 008D FESTER listing, but is more “raw” in its scoring mechanism. Rather than adjusting the score according to the severity of error conditions found, the 031D score is based strictly upon employment and wage data fluctuation. It also differs from 008D in that it is a multi-quarter process, examining any quarter that is potentially eligible for EQUI inclusion. In first calendar quarter, that means five possible quarters (the current quarter plus all four of the prior year’s quarters). Seasonality can be taken into account as well, via a parameter. In this way, those that show a significant change, but had a similar change last year, will be granted a lower score value. Parameters are listed below.

1. EQUI YrQ for Base-Score Report - This year/quarter field (in ‘yyq’ format) should be the same as the year/quarter for which the next EQUI deliverable will be produced.

2. Cutoff Score Value for Reporting - This is a numeric value, showing the minimum score value required to list an employer on the report. A common value used here would be “10”, since this is often considered the dividing line between serious and common error conditions.

3. Assume that Older Quarters Show Seasonality?* - This is a yes/no switch that processes the scoring mechanism differently based upon which quarter to compare against.

  • a. “Y” – “Yes” - This option assumes that fluctuations should be seasonally based; comparing fluctuations to those encountered last year may diminish the score when similar patterns are found.
  • b. “N” – “No” - This option uses prior quarter data instead of prior-year data for comparison; it does not assume that seasonal changes are in evidence.

This job is normally run at the end of a quarter’s processing cycle, shortly before the EQUI deliverable is submitted. It provides a final opportunity to identify big-change accounts that may not have already been adjusted with comment codes, etc. The goal is to enable a clean deliverable to go out with a minimum number of questions returned from the National Office.

Job 031D may be run on demand, but is typically called upon no more than once per quarter.
