Job ES2J008D - Scored Error Report (Focused Edit Scoring)

This job executes the following programs (click to link to each program description):


Job Features and Functions

  • Edits entire Micro File for specified quarter to identify records with errors
  • Produces a gross error report ranked by order of a FESTER score
  • Assigns a severity score to each error and ranks them from high to low
  • Options –
    • Give specific error a higher ranking (resulting in +20 points; up to ten)
    • Give specific error a lower ranking (resulting in -20 points; up to two)
    • Bypass records assigned a comment code
    • Single sort parameter
    • Appear in order of severity within the selected sort order
    • Give invalid codes a higher ranking (resulting in +15 points)
    • Create a file in addition to report (YBUscX.A145.JOB08D.FESTER.DATA where "sc" is State FIPS code)
    • Cutoff score to eliminate less significant problem records

Job 008D produces a Focused Error-Scoring Targeted Error Report (FESTER). This report ranks records that have been flagged with a micro edit exception according to the severity of the error, based on the magnitude of fluctuation of employment and total wages. The program includes a scoring mechanism1 that assigns a higher score value to the more severe errors. Report parameters include a score cutoff parameter to limit the output to those accounts that are most important to address.


Job 008D runs its own micro edits to determine the current scoring values of micro records. Job 008D does not update the Micro Edit File with records found to have errors.


Several options exist for Job 008D:

  • Bypass records with comment codes, even if they have a significant problem.
  • Sort the report by county, ownership, QMSA, township, specific digit of the account number, or no sort.
  • Give records with invalid codes 15 additional points.
  • Up to 10 error codes can be specified to receive 20 added points.
  • Up to 2 error codes can be specified to have 20 points subtracted.
  • A file can be created in addition to the report ‘YBUscX.A145.FESTER.DATA’


For greater efficiency of processing, Job 008S can be selected for a streamlining the scoring for either the current or immediate prior quarter. This job uses the current Micro Edit File contents; although more efficient and cost-effective, it also runs the risk of misidentifying scores for employers.


1 Note: The original scoring mechanism is flawed in that it is skewed to employment changes, and uses an old scale of about -7 to +70; the new scoring method, which will be part of the new system, will have a three-tiered scoring method with an employment, wage/AQW, and edit code component. Each of these scores will use a 0-to-100 scale, making it easier to interpret than the existing scoring methods.
