Job ES2J016D - Audit Trail Report

RUN THIS JOB - As required.

This job executes the following programs (click to link to each program description):

Job Features and Functions

  • Selects transaction file records within parameter dates
  • Pulls records from all transaction files, from Administrative through quarterly and also MOA
  • Produces up to three reports - added/deleted, changed records and transaction counts by user ID

Job 0016D produces an Audit Trail Report of updated Micro File records in the Administrative and Quarterly Transaction Files for a specified date range. These represent on-line and batch (except for IMT, which are generally not stored) add, deletes, and changes made to the Micro File. For change type records, the report displays only changed field(s) and not the entire record.

Only records with a transaction date within specified date range parameters in either or both Transaction files are included on the reports. The reports can be used as an audit trail to research changes made in the Micro File based on U-I account number, date/time, and user ID. Included are data for the record as it existed before an on-line or certain batch changes were made, and the same data items after the change. For deleted records, the report displays the entire record as it existed on the Micro File prior to deletion. For added records, the report displays the entire record as it exists after being added. The user transaction report shows transaction counts by individual user ID. Counts are shown for unique primary account numbers (first 10 digits), complete account numbers (first 15 digits), total transactions, and net changes for employment and wages. The job can be run on demand and, depending on the number of changes, can potentially generate a lengthy report. The change report can be produced in U-I account number, date, or User ID number sequence.

Transaction File records are created by a variety of CICS and batch programs that update the Micro File. CICS program ES2C, which is the primary tool for staff to make on-line changes, additions, and deletions to records on the Micro File, writes Transaction File records. Transaction File records are also generated through changes enacted in ES2P, ES2R, ES2V, and ES2X, as well as batch jobs 001D, 001Q, 001S, 002D, 008D, and 013D. As these changes are made, records are generated in the Quarterly Transaction File for records receiving a change to one or more quarterly fields, and in the Administrative Transaction File for records receiving a change to an administrative field (e.g. name, address, etc.). If a record receives both a quarterly field change and an administrative field change, records are written to both the Quarterly and Administrative Transaction Files.

Jobs 001Q, 001D, 001S, and 002D produce estimates for partially reported or delinquent Micro File records. States can control the writing of these estimates to the Transaction File with a job parameter. The only time transaction records are needed for estimations are when the data must be passed on to the State Tax File. Generally, the contributions staff are allowed little or no update authority to the EXPO (formerly 202) unit when it comes to updating the Tax File's employment and wage data with system-generated estimates.

For added and deleted records, a separate report displays the entire record as it existed on the Micro File prior to deletion or immediately upon its addition.
