This program is used to control the setting of a single switch, found in the “LOCK202” record of the Lookup File. This switch can shut down updates to the Refiling File, except in the case of a person with “Administrator” access, which is declared in the ES2M screen. The sample of the screen appears above.


Compared to the complexity and busy nature of many of the EXPO/EARS screens, this one is the epitome of simplicity. Locking of the Refiling File is desirable for some States when the final Survey Summary Management deliverable has been sent (probably in August). At this point, no other changes or coding should need to take place. By setting the lock, the various updating modes in EARC become ineffectual, as all updates are shut down. The one exception occurs for those individuals with administra¬tor-level security access. They can still make changes to refiling data in the same manner that last-minute changes can be enacted in ES2C for micro data. The purpose is equivalent as well. Should there be any last-minute coding mistakes in the system, someone needs to be able to get them removed without risking file integrity by reopening the file to further updates by all other update-authorized individuals.


Only individuals with administrator-level (“A”) access listed in the ES2M screen have authority to set or reset this lock switch. Others may be able to view the switch, but will not be able to make a change to it.
