Federal Employer Identification Number (EIN) Check - Code 045

This edit examines the Federal ID number (or employer identification number (EIN)) for invalid values. Several preliminary checks and adjustments appear before the edit itself comes into play. A blank EIN is converted to zeroes. If the EIN begins with either ‘69’ or ‘70’, the whole EIN is changed to zeroes, since the 69 and 70 series are obsolete. Several types of accounts are exempted from this edit as well. Any of the following conditions will bypass the edit for the EIN: 1) EIN = all zeroes; 2) Type of coverage = ‘8’ or ‘9’; 3) Ownership < ‘50’; 4) AME ≤ PK066; 5) NAICS = ‘814110’; or 6) Status <html>≠</html> ‘1’.


Those accounts that have all the same digits (all ‘1’, all ‘2’, etc.) do NOT need item #4 (the AME ≤ PK066), since it will be flagged for ALL accounts except those that will bypass the edit due to items 1-3, 5 or 6. This would always be underscored and flag this account.


For those accounts not exempted by one of these six conditions, the account is flagged if the EIN is not numeric (which is not possible in a “comp” type of field), if the first two digits of the EIN show an invalid value. Values considered invalid are 00, 07-09, 17-19, 28, 29, 49, 70, 78, 79, and 89. If the EIN begins with any of these 2-digit combinations, it is flagged as erroneous, and underscored in the edit report. This is a crucial error, which prevents the edit flag from being set to an edits complete status until the field has been corrected. BLS classification: A.1.4 or B.1.5, based on employer size. EXPO “G” code: A045 or B045.
