U-I Address Zip Code Format Check - Code 108

As with the previous two edit codes just described, this edit is only attempted when both the physical address block and the Mailing/Other Address block are unusable (either they are blank or they contain format errors). This edit will be bypassed for any accounts with at least one usable address. The description below is for those “editable” accounts.

This edit parallels the processing already performed on the physical location address zip code, described in Code 104 previously. It also bypasses Federal (ownership ‘10’) and out-of-state (county ‘996’ and ‘998’) employers, as well as those with a U-I State code of ‘ZZ’ (foreign countries other than Canada) and APO addresses (State code of ‘AA’, ‘AE’, or ‘AP’). It also ignores accounts with employment failing to exceed the cutoff parameter in the Lookup File PK005 record. The remaining, editable accounts are segregated by nationality (i.e., whether the State code is ‘CN’ (Canada) or a U.S. code).

Canadian addresses must show a non-numeric, non-blank 5-digit zip code. In addition, the 4-digit ZIP+4 extension must be blank or a single digit followed by three spaces. If either side of the zip code doesn’t comply with these rules, it is flagged for review with this edit code.

United States addresses (with a non-“CN” State code) must have a numeric 5-digit zip code that is neither ‘00000’ nor ‘99999’. The ZIP+4 extension can be blank, but cannot be otherwise non-numeric nor equal to ‘9999’. If the zip code is out of conformity with this structure, it is flagged. Normally, it is the responsibility of the Contributions Unit to deal with U-I address errors. When it is the only address, however, the QCEW unit must also take responsibility for this address block’s quality. BLS classification: C.1.8. EXPO “G” code: C108.
